Kerala EOI for renewable(Solar Included) power plants of minimum of 50MW size except Hydro

In a quiet manner, Kerala has set about differentiating itself from the pack by inviting an Expression of Interest from investors desirous of setting up power plants under Independent Power Project model, based on renewable technology within the state, of and above the capacity of 50 MW each. The developers would need to provide power generated to the KSEB grid, at the specified Delivery point, which shall be the ex-bus of the generator.

Eligibility criteria

1. Developers of renewable projects under this EoI shall be body corporates, private individuals or LSG Institutions.
2. Net worth in the case corporates and individuals shall be atleast 0.5 crore/MW of offered capacity. In the case of LSG Institutions, the financial credibility shall be decided by the Government.
3. The developer or his technology partner should have at least 3 years experience in the field of implementation of renewable power projects.
4. The promoters shall make their own arrangements to procure land required for implementation of the project.

Accepted Technology

The developer is free to choose any technology for power generation from renewable sources such as wind, solar, biomass, non – fossil fuel based co-generation, solid waste or any other having the approval of MNRE, except hydro.

Commencement of supply of power

Only firms that can commence supply of power before the end of financial year
2014 -15 need furnish EoI.

Project identification through quoted tartiff:

The short listed EoI providers would be required to quote their annualized levellized tariff for the next 10-20 years. Selection shall be from among the EoI providers quoting less than the average pooled power purchase cost for REC mechanism approved by KSERC.

Receipt and Opening of EoI

EoI must be delivered to the address as given in this notification on or before14:00 hours on 30.11.2012 and will be opened on the same day at 15:30 hours, in the presence of representatives who wish to attend.
